My friend who is in usa and he applied gc for their parents who are out of status too. they told me that if you are American Citizen even if your parents got out of status, it should be ok. - That only applies when the parents are still in the US

They left US in 2002, it is almost 10 years now. What should we do? - Try every possible way to delay the process until 10-yr elapsed.
