just a few days ago a post here that the kid can't get the china travel document from chinese consulate in Canada, instead the parent was asked to apply for china passport for the kid since both parent don't have canada PR.(according to official rules)
so i think if any one get this kind of chinese official who does not have any flexibility, then you will have trouble.just like the same thing told in Beijing in the original post.
