为什么REF和PP不能同时file
-Because the response to RFE and the PP are sent to different addresses for different processing at the beginning, it probably will reasulting confusing in your case if you send both in one envelop. Of course, you can send them to different addresses at the same time in two envelops, however it still has potential confusinf problem because both may not be processed at the same time. So you may send the Response first, and then send the PP filing two or three days later.
