-You said "Notice date是2010年5月14日". Notice date is not approval date. Notice date means the date USCIS informed you that they received your I-140 filing on the receipt date. You can find the notice date on your I-140 receipt.

Also from your description that "I-140 Receipt date 是2010年4月13日", and  normally your I-140 could not be approved on "2010年5月14日"  (only one month) unless you used premium processing later.

You may have not got the I-140 approval notice yet, so contact your employer or the lawyer. When you get the I-140 approval notice, you will find when your I-140 was approved (approval date).

Also, your EB-2 priority date是2009年7月16日, but your I-140 receipt date was 2010年4月13日. It seems it took about 10 months to get the PERM approval and it was normal at that time.
