巴老师太谢谢你了，这么耐心，你最后那句话我没看懂，PWD approved，为什么H1 的petition还不会成功，我现在知道的是如果劳工部说我符合level 1 wage，我就可以申请H1，如果说我是level 3 wage就不会成功。

-H1 petition is approved by USCIS and you must get paid at the PW level determined by the DOL. If the DOL approve your PW at level 3, and you get paid at level 1, that is violation of H1 rule and thus, USCIS will not approve your H1. But if DOL approve your PW at level 1 and you get paid at level 1, your H1 will be approved. Whether you should get paid at level 1 or level 3 is decided by the job code which is based on your job title and duties.
