Take an example of $30k on PERM, your company must prove its ability to pay $30 on salary (profit or cash) when it files I-140, although the company is not necessarily to pay you $30k right now or at any time before you have green card.  When you have GC, the compnay should be able and must pay you $30k, if your salary is below it.
