-Based on the immigration law, the sponsor/employer just needs to prove the ability to pay at the premium level from the date the PERM is filed until the date the I-485 is approved. So, you may complain it to the Department of Lab of your state if you get paid at a unreasonal level (discrimination salary). The immigration law does not work in your case.
