863211, Yes we did discuss that issue but I am still wondering the rejection of the H4 visa may  be due to the fact that we have not met the two-year residency requirement and thus the Consulate thought the baby is ineligible for my dependent.The 214(b) section is given for any applicant with visa refusal and just thought not meeting the two-year residency requirement may actually trigger the visa rejection. That is why I asked this question.Your inputs are greatly welcome! Thanks again for your kind and prompt answer!
