-Yes, you can withdraw the I-130. But it will make no difference in your mother' B2 visa applciaiton no matter whether you withdraw the I-130 or not. My suggestion is that she may just try B2 visa. If it does not work, you may apply for the immigration visa. So, you may not need to withdraw the I-130. Has your mother filed her I-485 yet?
