If the title changed from "Senior developer" to "developer", and job duty/responsibility are the same. Still qualify to EB2. Do I need to reapply PERM?

-Not need to file the PERM again in the case you mentioned.

The reason I am asking this is that my company has too many Seniors. HR has been talking to reorganize the titles. So a title downgrade is possible (again all others will be same). thanks!
