If she gets B2 visa and enter US, you can marry her and start the concurrent I-130 and I-485 process.

meeting in person is not a must for K-1 visa, you can request a waiver for meeting in person requirement in I-129F, but the risk of denial in GZ consulate will become high.  It is recommended you go back to have a face-to-face meeting before you file I-129f with USCIS.
