中国护照，原来在温哥华签的TD签证到期，有TN延期3年的批准，

-Do you mean your spouse TN has been extended? If so, you can file I-539 to extned your TD within US and do not need to go outside US to get the TD visa to come back.

还要去境外领事馆申请新的visa stamp吗？

-Yes, if you do not want to extend it within US by filing I-539.

还是在边境就可以换取新的I-94.
