asking for friend from China - how to get his son to USA and stu

My brother's friend in China has a son (about 25 yr old) and he is not doing good over there. The friend wants to know what ways there are to get his son to USA and study something or do something.  Money is not a problem. 

Ways I can think of:

1. The friend applies for investment immigration,  what are the basic requirements?  does he have to have a company here and hire a certain number of employees?

2. The friend's son applies for study, almost no hope for him to pass the exames and get an admission from a university or high school,  is there some kind of organization that does not need those test (TOEFL, GRE etc)?

That is all I can think of,  are their any other ways to go?
