I think I need to repost my reply to your previous answer.

 I am puzzled because I am paying everything except the regular H1 B filing fee. That is the part we (HR, my attorney and me) have been communicating about.

 Also, does that also indicate that they need to establish their own account for my attorney because this attorney is not what they noimate?
