-The father can file I-130 for the child. Then, if your friend is > 21 years old, he/she has to wait for the priority date to be current to file I-485 in US or applys for the immigraion visa outside US. The priority date may take 7 to 10 years to be current, depends on whether the child is married or not. If teh child is less than 21 and unmarried, he/she can file I-485 immediately with the father I-130 filing now, and thus he/she will get his/her green card in a few months to one year.
