Question on the 2nd Letter

I received my 2nd letter for Canada PR asking for letter of reference, medical exam, bank letter etc. My question is: should only the principal applicant provide the letter of reference or both the principal and the spouse need to provide theirs? The letter does not state it clear. Anybody has the same experience, please share with us. Thanks in advance!
