NSC vs TSC? PJ, 863211 and others, can you give suggestion?

My Eb1a was denied after RFE, I am planning to submit NIW as a backup before I re-do Eb1a. Do you think there is any difference between NSC and TSC? I am supposed to submit to NSC as I am in CA. But if I e-file I140, it will go to TSC. My Eb1a was processed in TSC (E-file). Thanks a lot!
