问一下两位老师，NIW 140 被告知 withdrawl 是不是就是被拒了

刚收到移民局NIW 140 状态更改通知，说是结果出来了，被withdrawal ！
另外 ... formal decision (approved/denied) is written.... ???

可是今年3月TSC交上去后就没做过任何操作，为什么会被withdrawal？

唯一能想到的是换工作换H1-B，但我觉得申请的是NIW，怎么着都不应该受这个影响吧。

Decision

On September 22, 2011, we mailed a notice acknowledging withdrawal of this
application or petition I140 IMMIGRANT PETITION FOR ALIEN WORKER. If you
have not received the notice within 30 days of September 22, 2011, contact
our customer service at 1-800-375-5283. If at some point in the future you
wish to pursue the benefits provided by this application or petition, you
must file a new application along with all applicable fees and evidence.

During this step the formal decision (approved/denied) is written and the
decision notice is mailed and/or emailed to the applicant/petitioner. You
can use our current processing time to gauge when you can expect to receive
a final decision.
