可以现在转吗？她的H-4是我们回美之后递的，现在还是Pending状态。

-Yes she can try to file the H4 applicaiton using her mother's H1 (provide the H4 filing receipt) and may work. Also if you can get the H1 visa to come back very soon, it is possible your child's H4 application based on your H1 might be approved. If it is denied, she still has another H4 application based on her mother's H1. If all fail, just go outside to get the H4 visa later (it is no big deal, anyway).
