donot know about this letter

When I transfered from H1 to F2, i didnot provide this letter. maybe it just depends on who processed your case, not sure about this. I just provide:
cover letter, most recent paystub, all the materials from coming to US till today to prove that my spouse's status and my status were valid, and all the I-20 from school.

It took just a month to finally get approved.
