之后曾收到一份警察给的notice：On xxx（时间），you were arrested by the xxx(警察局）。Deputy District Attorney XXX（名字）has declined to prosecute on the above charges and no Complaint will be filed with the court at this time.

这样的情况，是否叫charged?问题17还是say no吗？
