My wife and I are both on H1B. We just had a baby and she decides to stay home for a year to take care if the bb. My question is, 

1. After she transfers to H4, after a year, will it be legal for her to look for jobs in the States?

-Yes. She can change her H4 status to H1 at that time.

2. To transfer to H4, does she need to go to the border to do it?

-No. Just file I-539 to change her H1 to H4 within US.
