My thoughts on this

It is not for cost saving purpose. Who cares about the postage. My parents got the interview the same time. The applications were sealed in seperate folders and the chance for INS to make the mistake is less than the chance of interviewing at different time. If they mistakes, they will make mistakes regardless. My two cents.
