After USCIS approved I-130, NVC will send me the instructions, not my parents? Is it correct?

-Correct if you request consular processing in the I-130 for your parents immigration visa applicaiton.

 So, I can prepare all paperwork for them in U.S., can't I ?

-Yes, but they may need to provide some documents during the interview such as the physical exam report which has to be done in China (the US Consulate will contact them for the documents besides what you have provided in US).
