USCIS 通常会按照memo来处理， 只要不是revoked by USCIS due to fraud or misrepresation. I can keep my old PD even previous employer revoke I140 to punish me joining competitor.

could I argue this with the attorney for company?? thanks a lot your help in holiday night?

-Based on some lawyers, some USCIS officers may not care about the USCIS Memo and thus, give the applicant trouble. That is why the attorney for company is careful in this issue.
