It used to be true and easy before 2005, but it is no longer safe since 2005 due to enforcement.  To make things worse, in recent years, even for those who successfully snuck in using AP approved after departing US, their I-485 will be denied, which often leads to no valid nonimmigrant status for over 180 days so they cannot re-file I-485 until reentering with a visa.
