Urgent-Tuition-H1

I am an international graduate student and have a tutition waiver. Now
I got a job and changed the status to H1. Now the department asked me
to pay back half the tuition even though I haven't quit from the school.
Anybody knows how I can avoid or decrease the payback? Your advices are
highly appreciated.
