听说如果黑10年以上可以拿 10年绿卡，那是什么意思呢？还是需要结婚的吗？

-The problem for the person you want to marry is not 黑10年以上, but "收到递解出境令" which will prevent her/him from getting the green card even if this person marrys you, a US citizen. So, this person has to solve the "递解出境令" prblem as I suggested above. Otherwise, this person will never get the green card.
