那么他到了我得城市A，他学校在城市B，他需要以来就向USCIS汇报住址吗？

-No because your address is his temporary address.

还是等他到城市B后再汇报？

-Not need to report to USCIS (nothing needed to do) unless he will move again in the future and the school will put his information in SEVIS when he report to the school.
