N400 eligibility 提问

在 Naturalization Eligibility Worksheet 上有这么一条:

6. I have resided in the district or state in which I am applying for citizenship for the last three months.

我的问题是:这是指Physically 一定在申请前的三个月的时间里必须在,还是有别的变通?
