请教8老师，如果是否在中国大使馆申请寄养公证之后就可以把小孩送到国内了还是需要再国内再办理寄养手续？这边大使馆的寄养委托书上写的是最长5年，是不是有了这个就可以把样子寄养在国内5年，还是具体的时间长度要看当地公安局出入境管理处？孩子可以同时办理寄养委托和办理旅行证吗？不胜感激！
