just read your post history. how could this happened?! If it is not your fault that the school cancelled your H-1B, your school should write a letter to CIS to explain. When you apply for the new H-1B visa, you need to prove it is not your fault and out of your controll that you are overstayed for more than 6  months and you are not subject to 3 years bar.
