If he has a pending I-485, he can apply for the EAD and then, use the EAD to apply for the SSN any time. If he does not have pending I-485, he needs to get the F1 status in the college and then, find an on-campus job, then bring the F1 I-94/I-20 and the job offer to apply for the SSN.
