PERM doesn't give you work authorization.  You need to get PERM and then I-140 approval, and then file H1 extension beyond 6-year. You need to be in legal status (H1/F1/H4/F2... all fine) when filing the H1 extention(once I-140 is approved) or you have to leave US and return with H1 visa stamp.
