Start GC process timing

I talked to my boss today about my GC application. He is white American. He might have some knowledge of it, but not very clear of it as an immigrant or an attorney.  

Anyway, he said we will start the process in a year, about a year and 7 - 8 months's use of my first H1b. He said he doesn't have the budget for this year. And of course he implied that I need to show my "good work" before they make the investment.  

I know it makes sense from a boss's viewpoint. But is it a little late or still OK?
