standard situation is like this: both the latest F1 and F2 I-20 have the same expiring date which is the graduation date; but F1's has the OPT recommendation, while F2's doesn't. some schools might annotate both. so I didn't see any problem here. my opinion is that LZ needs to provide all F1's I-20 and OPT for RFE. but since the IO asked about this, i'd see if any other more authoritative opinions. obviously, the school should be consulted.
