I am a LPR, but do not have a passport from China for various reason.

Question, if I apply I-131, US - Reentry permit, will I be able to get 中国旅行证？

-Reentry permit (RP) is issued by USCIS and 中国旅行证 is issued buy Chinese Embassy/Consulate. These two are irrelevant and that means your RP is not helpful for you to get the中国旅行证.
