但去年（2010）他们还不是永久居民。我可以把他们加在2010的税表上吗？

-If they lived with you together for more than 6 months and they have the tax ID#, you may claim them as dependents for taxt return.

另外，在税表上提父母as dependents，对以后他们申请福利有无副影响？
