已持有旅卡15年，前12年常驻美国，最近3年常驻中国，但每半年之内回美一次，呆几天回中国。

现在想申请公民，也要满足入籍前5年住满30个月的条件吗？

-Yes if you have had no any record of staying in China continuously for more than 6 months (180 days) yet.

另外，满55岁并15年绿卡免考英语，是伸请时要满足这条件还是考试时。
