1.在J1status有效期内回国，再以J1 回来，签证风险大吗？

-don't think it is difficult to get the J1 visa.

2.waiver失败，只能回国完成两年服务期吗？

-Yes if you want to get the H1 status or green card.

3.waiver成功，我的情况下，怎么走好？

-Change your status to H1 and apply for the green card.
