  HR说招聘时的education requirement里除了职位要求Bachelors’ degree以外，多了一句 experience in lieu of Bachelors’ degree 也行， 也就是说有相关经验也可以.  因此不符合移民局minimum education requirement of Bachelors’ degree 不能办H1b transfer. Job decription:"Bachelor degree in computer science or related field with a minimum of three and a half years programming or relevant experience in lieu of education“

大家给指点一下，有问题吗？是HR刁难吗？这该怎么办呢？劳工已经通知现在的单位要走人了。

-It should be OK because the job description indicated the bachelor's degree is required. "or related field with a minimum of three and a half years programming or relevant experience in lieu of education“ can be explained as "Bathelor's degree in other related field (e.g. EE, etc), but who has the  programing or other computer experinceof 3 more years". So, the position actually requires Bachelor's degree eith in B.S. in Computer Science or B.S. in other related Science with the computer working experience.
