Are you sure? his attorney said the job title Computer Specialist doesn't require a master degree, high school or bachelor degree is enough. it is likely be rejected by USCIS.

-Then, your friend can apply for the h1 quote without the master's degree (general h1 quote, not master h1 quote), but the job has to require bachelor degree, not high school degree. So, the employer/lawyer has to justify this job requires at least bachelor dgree so that your friend can apply for it even if he has the Master degree. If the job only need high school, this job is not qulaified for the h1 employee job.

Another choice is that, if he can not change the job title to meet the prevail wage requirment, he may change the full-time h1 to part-time H1 to meet the prevail wage requirement using the old job title (Computer Progammer).
