H-1B change job title to meet Pr

A friend of mine who is about to transfer his H-1B for a new employer, but he is only offered lower salary than prevailing wage requirement. He is thinking to change job title from Computer Programmer to Computer Specialist to meet prevailing wage requirment as follows:

Computer Programmer $54K
