请教加拿大移民问题

I submitted my application on March 2004, got file number on April 2004, and nothing since then. Recently, both my hu*****and and I changed visa from J1 to H1, and I just gave birth to another baby, should I sent the copies of our new visas and my baby's birth certificate to Buffalo office to update the file? By mail or Fax? Another question is I didn't provide the Police Record in USA yet, should I do it now or just wait until they instruct me to do that?
