Just go to local office to see whether you can only withdraw your child H4 application, not your wife's when these two are on one I-539. If you can not do that, your wife may just go back to China to apply for the H4 visa to come back and at the same time, your wife may just drop the I-539 of the two H4 applications. Because your child's F1 is more important, you do not want her H4 to overwrite her f1 and she has to apply for the F1 again in case something happens due to her previous I-485 filing. By the way, your child can not go outside US until she files I-485 and get the AP in the future. Otherwise, she probably will have probelm to get the f1 visa.
