I-140现在应该在哪里file?

最近准备自己file I-140 (EB1A)。 看了一下USCIS的I-140 instruction,比较糊涂。在where to file 里面讲到：All Form I-140 Petitions ... must be filed at the USCIS Dallas Lockbox facility...

USCIS

但是后面又说：If the Location of the beneficiary's permanent employment will be in: ... New York..., and Form I-140 is filed alone or with Form I-485, the file the petition at the USCIS Texas Service Center:

记得以前没有Dallas lockbox,是不是现在有新规定了？我现在在the state of New York工作，到底应该file I－140到Dallas Lockbox还是USCIS TSC？多谢老师们指教。
