H-1B transfer minimum wage requirement

I am an software consultant who is working on a project for a client company, the client company agreed to transfer my H-1B from the IT consultant company, with the same hour rate ($20.68 per hour) they pay the IT consultant company currently.

I heared USCIS has a minimum wage requirement for H-1B every holder, depends on the employer company details, the qualification of the applicant, the job duty. I have BS and MS degree from the UK. Can somebody tell, what is the minimum wage for USCIS to process my H-1B transfer? I guess it is at least $25 per hour, $20.68 is too low
