说是付款的check 金额少了, 怪我没有注意11/23 涨价了. 我还可以用退回来的文件, 加上correct Check amount, 再寄给移民局?

-Yes. Indicate in the response letter that you enclose the correct payment. Also, enclose the rejection notice in the packet (put it on the top) and send the original packet back to USCIS.
