如果是非美国的博士学位(中国的)，已经做了学位认证，这里该怎么选？

主要不明白exempt在这里是什么意思？是不占配额的意思？

如果是这样，我是申请公司占配额的H-1B，该怎么选呢？

-Say  "No".

另外，外国的硕士及以上学位的申请者，可以申请那2万个硕士以上学历的配额吗？

-Yes.

老师们的建议是啥？我本来的想法就是直接投递那Regular的配额。

-If you can not get the 硕士以上学历的配额, you will be considered for the Regular的配额 automatically if it is still available. So, just apply for the 硕士以上学历的配额.

投递的时候他们是分开投递的。
