-Not need if your currnt employer does not withdraw the approved I-140.
Do you mean I can do the HIB transfer and HIB extension at the same time?
-Yes. When your new employer file H1 transfer, your h1 status is automatically extended to the date your new employer indicated in the Form I-129 (normally three years), not need to file h1 extension when doing h1 transfer, but you need to provide the I-140 approval Notice with the h1 transfer filing in your case.

-Yes, but H1 tansfer can be done any time.
